The cemetery is located on the west side of S. Township Road 17 about 0.2 miles south of its intersection with Benjamin Franklin Highway (US 224). The cemetery was active from at least 1825 until at least 1938. Within it's boundaries was an Indian burial mound which a Smithsonian study concluded in 1886 still contains native remains. The land, however, is no longer mounded. The Rock Run Church, which was the first country church in Seneca County, once stood in what is now wooded land along the road just south of the Phillips memorial.

The cemetery is located in Eden Township, Seneca County, Ohio.

The U.S. Geological Survey (USGS) Geographic Names Information System (GNIS) feature ID for the cemetery is 1045109 (Rock Run Cemetery).
