Cedar Bluff was established in 1896 across Northwest Street from St. Anne's Cemetery by a provision of the will of Elizabeth V. Davis. A lot owners association was established in 1946 to manage the cemetery, but by the 1980s the association was having difficulties meeting its obligations. The cemetery came under the stewardship of St. Anne's Episcopal Church in 1990.
