Attorney, Professor. He was best known for drafting the Racketeer Influenced and Corrupt Organizations Act (or RICO Act), which is considered one of the most important laws in United States history. He earned both his B.A. and J.D. from the University of Notre Dame, where he excelled academically and later returned as a faculty member for nearly four decades. After joining the U.S. Department of Justice in 1960, he became a Special Attorney in the Organized Crime and Racketeering Section, contributing to major federal prosecutions under Attorney General Robert F. Kennedy. He later served as chief counsel to the U.S. House Select Committee on Assassinations, helping shape the investigation into the deaths of President John F. Kennedy and Dr. Martin Luther King Jr. His prolific legislative work included drafting federal and state racketeering and wiretapping laws, and his scholarship made him the nation's foremost authority on RICO. A devout Catholic, dedicated teacher, and influential mentor, he spent 37 years on the Notre Dame Law School faculty and remained active in legal scholarship until his retirement in 2012.
