In 1851, the Borough of West Chester passed an ordinance prohibiting most burials within the borough limits. Accordingly, in 1866, the Chestnut Grove Cemetery Company was chartered and purchased a three-acre lot of land in West Goshen Township from for the burial of its Black citizens. Two acres on the southern side were sold in lots, and the acre on the northern side was reserved for "free burial for all Persons of Color except those who have been declared Paupers or Criminals." Because of this provision, many graves in the northern acre remain unmarked. After its establishment, at least one person was reinterred here from an earlier burial ground.

In 1895, the Company established the Chestnut Grove Cemetery Annex north of West Chester and also in West Goshen Township on Pottstown Pike. More contemporary burials are located there.
