Organized on April 15, 1817, the church originated from the missionary labors of Reverend Francis G. Ballentine, a Presbyterian minister connected with the Second Presbyterian Church. He affiliated himself with the Dutch Reformed church and took a small congregation with him before leaving in June 1818. A pastor associated with the First Reformed Church was installed that December and the congregation became known as the "First Reformed Dutch Church of the Spring Garden District."


Never particularly successful, it changed its name to "The Second Reformed Dutch Church of Philadelphia, located in Penn Township," in 1828, incorporating as such that year. It eventually went defunct in 1836, and the church and burial ground were sold to the Eighth Street Methodist congregation, which in subsequently sold the church to the Second Universalist Church in 1854.
