Five acres of Crown Land near the township of Pakenham was gazetted on February 21st, 1865 but it is believed that burials occurred as early as the 1850s. A ‘Mrs Bills' is accredited with being the first documented interment within the cemetery.

On May 8th, 1865 five Trustees were appointed: John Startup, Michael Bourke, Thomas Mulch, George Ritchie and Richard Fortune (all but the latter were buried at the cemetery).

Within the cemetery there are two dedicated sections, the first being ‘the Garden of Unfilled Dreams'. Marked with a plaque from the Cemetery Trust and the Bonnie Babes Foundation, this area in the southeast corner of the cemetery is a place to remember babies lost from either miscarriage, stillbirth or premature death. The second section is dedicated to the men who resided at the Salvation Army Home (1910-1915) and this is noted by a plaque by Tobin Brothers.
