Land for a County Poor Farm was given by Elizer and Harriet Talcott in November 1836. Throughout its history, the farm housed the indigent, homeless, drug-addicted, alcoholic, insane, the aged, orphaned, disabled, abused, and the temporarily unemployed. Operation of the farm was largely self-sufficient through farming activity that the residents, or inmates, participated in when able.

The poor farm cemetery is located in a small field identified with a sign that reads "Old County Home Cemetery" just south of the Tioga County Health and Human Services building (old stone building) on the east side of Route 38 approximately one mile north of the village of Owego.

According to the county history Seasons of Change grave markers that once existed were removed from the graves and never replaced. While no official count is given, the text states, "Even in death, many found a lasting home at the County Farm. Several residents were buried in a plot south of the original stone house on the east side of Route 38."
