The cemetery was established in 1922 by Marshall Valentine Hartranft (Memorial ID: 96037129), the developer and founder of Tujunga as a utopian cooperative. Hartranft originally intended to use the cemetery property to construct his residence; instead, moved by the death of a popular local preacher, James Wornum, Hantranft designated the four-acre area a cemetery and buried the preacher there. The HIlls of Peace Pioneer cemetery (later renamed Verdugo Hills Cemetery) would become the burial place for the residents of the community and at times, the indigent. The cemetery was closed in 1978 after a portion of the cemetery hillside collapsed from a landslide, leaving some of the interred bodies exposed on the streets below. Approximately 150 bodies had to be reinterred into a mass grave on higher, flatter grounds of the property. The Cemetery lost its license after numerous complaints of vandalism, misuse, and neglect. Although owned by the State of California and closed to the general public, a group of volunteers "The Friends of the Verdugo Hills Cemetery" come every third Saturday of the month to do general maintenance. Thanks to their hard work, the Cemetery celebrated its Centennial on April 23, 2022, in style with an all-day open house.
