Evan was the son of John and Mary Williams of Aberarth, Wales. He enlisted with the 1st Battalion, Welsh Guards, becoming attached to the 3rd Guards, Guards Division. He fought at the Battle of Loos, Action of Hohenzollern Redoubt, the Battle of Flers-Courcelette, and the Battle of Morval. He was wounded in the buildup to the assault on Plickem Ridge, and died of his wounds three days before the battle proper.
