U.S. Congressman. Commissioned Bucks County Justice of the Peace in 1779, he also was appointed judge of the court of common pleas of Bucks County, the same year. He was a member of the Pennsylvania State Assembly, (1787-96). In 1797, he was elected as a Federalist to the Fifth Congress, serving until 1799. He died shortly after leaving Congress, at age 59.
