Lakeland's first segregated Black cemetery was established in 1886, when the city purchased 13 acres to provide burial space for the Black community. In 1927, the cemetery was named in honor of Theodore "Tiger" Flowers, a champion Black boxer. In 1940, the city purchased adjacent land to expand the number of available burial plots. The Laurel Hill Cemetery at the Oak Hill Burial Park was created in 1961 to serve the Black community when space at Tiger Flowers sold out. A handful of burials take place here each year.
