In the past, I have been happy to transfer even distantly-related memorials to those who ask. However, due to the extremely rude messages that I have been recently receiving, I am having to rethink this policy.

Kindness, politeness and graciousness go a long way! If I receive a request for a transfer and it is rude in any way, I will delete it. I will transfer memorials to distantly-related individuals at my discretion.
